New legislation
It is important that you know about the legislation for alarm systems. Only then will you know which demands you are entitled to make on your security company
Law 23/92 (30/6-92), R.D. 2364/1994 (09/12-94) and O.M. 23/4-1997 applies to all alarm systems in Spain:

  1. 1. The system must consist of at least 3 detectors -1 primary and 2 secondary alarm zones.
  2. Bi-directional transmission was made obligatory on all systems by the end of 2001.
  3. All systems are subject to a thorough annual check-up. In case the system is not connected to an authorised control centre, the check-ups must be made quarterly by an authorised security company.
  4. Make sure that installation of the alarm system is approved (DGP no.), which means you are not allowed to install the security system yourself - and neither is your regular electrician. According to law only approved alarm installations can be connected to authorised control centres.
  5. Installations connected to authorised control centre are normally not fitted with exterior sirens, as these are not allowed to sound for more than 30 seconds.

Demands made by the insurance company

When having an alarm system installed it is important to contact your insurance company. Normally they make specific demands for the system - and offer a discount on your household insurance, if the alarm system complies with these demands.

  1. Be careful not to under-insure your property - this causes unnecessary trouble when it comes to recovery of stolen items and damages.
  2. Make sure that the installation of your alarm system is carried out by an authorised security company (DGP no.). If not, the insurance company might refuse to cover the stolen items or damages.

Turn-Out and Control Centre

As a customer of a private security company it is extremely important for you to know the requirements that your supplier has to meet - only this way you will obtain the security and personal safety that you pay for.
If your alarm system is connected to an alarm centre that does not have the necessary local back up assistance and therefore has to call the Police to go to your address when receiving a signal from your system, you should be aware of the following:
On 23 November 2001 a new law, Real Decreto 1123/2001, dated 19 October 2001, came into force with quite a few changes for all private security companies. The most important change is that calling the Police when receiving an alarm signal is no longer permitted. In other words, it is now forbidden for the security company to contact the Police without the security company's own guards having first gone to the address and verified that it is in fact a question of a burglary or break-in. If the Police are called without the security company's own guards having actually checked out the area, this could result in a fine to the user of the alarm - which is you as the customer.
Therefore we recommend that you investigate whether your present security company is able to offer the necessary guard turn out - otherwise nobody will react to the signal from your alarm system.
Therefore, if your security company has promised that the Police will be called when the alarm goes off, you can consider your alarm connection as useless - and the burglars are of course also well aware of this fact!
At the same time you may run the risk of having problems with the insurance company that in many cases require that the alarm system be connected to an alarm centre that meets the requirements of the law.

You ought to make sure the of the following:

  • Does your security company have an approved turn out service with its own guards?
  • Is your alarm system being monitored 24 hours a day by an approved alarm centre?
  • Does your security company offer 24-hour technical service?

Remember that ignorance of the law does not exempt you from responsibility, and it is too late to discover that you have paid for a false safety once you have experienced a burglary!
